I like the way the black cape is used -- it establishes the figure's silhouette and frames the shapes in the interior.
The overall effect of this is definitely tense and eerie...after all, it is a standing figure with a skeleton for a head, but the strong black-and-white contrast definitely intensifies the initial visual effect.
One great part of this is that the "arms" are assumed. I can't see arms, and I figure there probably aren't any, but the assumption of the other limbs adds to the mystery of this work by affecting the viewer's spatial interpretation.
The one thing I can immediately think of changing would be the color of the scarf. I would change it to either a warm color, brown, or grey. Because it is a bright blue, it challenges the skull head for visual hierarchy.
As for the stars -- the best way to explain my ratings, would be to imagine that, say, Alex Grey or Michelangelo would be five stars in all categories.
